Issifu Napuna - President, Sissala Youth Forum

The president of the Sisaala Youth Forum has called for immediate establishment of a “Supreme Council for Chiefs” within the Sisaala jurisdiction of the Upper West Region.

The president, Mr Issifu Napuna made this call during the 12th Anniversary of the Gandawii Naabahilimu Festival which was celebrated by the Chiefs and people of Gandawi Traditional Area on 25th February, 2023 at Sorbelle Basic School, in the Sissala West District.

There are four (4) Sisaala Districts in the Upper West Region namely, Sisaala East Municipal, Sisaala West District, Lambussie District and Wa East District.

There are currently nine (9) paramountcies in the Sisaala enclave located within four districts in the Upper West Region of Ghana.

SISAALA WEST DISTRICT

The Sissla West District has three Sissala Traditional Areas. The names of these traditional areas and their Paramount Chiefs are stated below

1. Gwollu Traditional Area with Kuoru Kuri-Buktie Limann IV as the Paramount Chief

2. Pulima Traditional Area with Kuoru Osman Deiwia Nankpa III as the Paramount Chief

SISSALA EAST MUNICIPAL

Among the districts located within the Sissala land, the Sissala East Municipal currently has the highest number of traditional areas. These are,

  1. Tumu Traditional Area with Kuoro Richard Babini Kanton VI as the Paramount Chief

  2. Bawiesiboi Traditional Area with Kuoru Balugubanie Sapara II as the Paramount Chief

WA EAST DISTRICT

There are currently only two Sissala traditional areas located within the Wa East District as stated below.

  1. Funsi Traditional Area with a VACANT Paramount Chief position
  2. Kundugu Traditional Area with a VACANT Paramount Chief position

LAMBUSSIE DISTRICT

The lambussie District has only one traditional area hence, the district that has the least Sissala traditional area among the district.

  1. Lambusie Traditional Area with Kuoro Issaka Zeng’eh Kazie Tenjie II as the Paramount Chief

The president of the Sisaala Youth Forum further suggested that, the “Supreme Council of Chiefs” should be made up of Paramount Chiefs with clear mandate which may include but not limited to:

a.         Resolving chieftaincy disputes and its related crisis

b.         Resolving land disputes and defending the territorial integrity of communities;

c.         Leading, mediating and pushing for development projects and initiatives for the Sissala land.

Mr Napuna stressed on the importance of having local names as Sisaala as saying “Our identity is also linked to our names and the naming of our children must find space for a local name such as Napuna, Batong, Hatong, Wisimia, Spouru among others. We do not have to move towards a self-imposed visible identity crisis at all”.

The 12th edition of the annual festival was celebrated under the theme: “Combating Violence Extremism in Our Communities: A Shared Responsibility for all.”

Mr Issifu Napuna opined that, no theme could have been timely and appropriate than this in the face of global struggles and fight against terrorism even in the West African Sub-region and its attended challenges.

He added that Violent Extremism strives much better in an environment where livelihood opportunities are skewed towards the privileged few and the denial of social inclusion.

He therefore appealed to the good people of the land especially the most respected chiefs and the traditional political system, to work harder in addressing and ending the many protracted chieftaincy disputes across the Sissala land.

The reasons behind his call for the establishment of the Supreme Council according to him, emanates from his belief in youth movement and in his own limited wisdom. “I see the legal court system as inadequate in effectively addressing our chieftaincy and land disputes. I see some robust, innovative and dynamic chiefs with the capacity to change our narrative for the better”. He stressed.
